I forgot to mention - it does not work if I use <Ctrl+Shift> as keyboard
layout switcher. So it's duplicate of other bug 1245473.

1. Install Ubuntu 17.10
- 2. Launch gnome-terminal
- 3. Try to open new terminal window/tab with <Ctrl+Shift+t> hotkey
+ 2. Set <Ctrl+Shift> as keyboard layout switcher (English and Russian) in
GNOME Tweal
+ 3. Launch gnome-terminal
+ 4. Try to open new terminal window/tab with <Ctrl+Shift+t> hotkey
Expected results:
gnome-terminal opens new tab/window with <Ctrl+Shift+t> hotkey
Actual results:
gnome-terminal does not open new tab/window with <Ctrl+Shift+t> hotkey
