Whether or not this bug triggers an accidental minimize seems to depend
on the style of the headerbar.

For gedit, the window is accidentally minimized as the bubble menu also
appears too high (so the user is now unwittingly selecting Minimize).
For Terminal however, the accidental minimize does not happen.

Maybe we need a separate bug for those bubble menus appearing too high,
but it's very closely related to this one right now.

Bug description:
  Window menus close as soon as they open, if you happen to be moving
  the mouse upward very slightly at the same time.

  Test case:
  1. Move the cursor slowly upward over Terminal's titlebar, and right click on 
the titlebar at the same time.

  Expected: Window menu opens and stays open.
  Observed: Window menu opens, but immediately closes again.
