I am having the same issue here in Ubuntu Budgie 17.10. The indiactor (progress bar) doesnt show up when copying files (mostly large files) most of the time. Only shows up sometimes maybe by luck. Have reinstalled the system twice, yet to no avail. Hoping it to be fixed asap.
