  Doesn't handle apt:// URLs any more

Bug description:
  I think we must have regressed this when we switched to PK. The PK
  plugin doesn't handle launching from a URL. That is,

    $ gnome-software apt://foo

  doesn't work.

  I asked hughsie and he said it was OK to add this feature upstream.
