I realized that this is only when I have the dock set to auto hide. With always visible it's possible to move the cursor to the other screen without issues.

It's annoying to the degree that I feel like I can not use multiple monitors with standard Ubuntu anymore. Unity had an option to disable this, please add one to Gnome as well.
