You can update to an alternate provider via: gsettings set com.ubuntu.geoip geoip-url https://freegeoip.net/xml/
and verify the setting via: gsettings get com.ubuntu.geoip geoip-url but I have not done extensive testing to see if this breaks anything. Assistance on this would be appreciated. You can either use the freegeoip service or use its code to host an instance yourself.
