Ubuntu's direct involvement in Gnome Shell is only getting started, so
don't let the age of existing bug reports get you down. Just last week I
closed an upstream Gnome Shell bug that had been open for over 6 years.

Title:
Make the panel and dock transparency configurable
Status in gnome-shell package in Ubuntu:
Triaged
Bug description:
Make the panel and dock transparency configurable.
Some people prefer them more opaque, some prefer more translucent, and
some prefer that the appearance doesn't change at all.
This was all configurable in Unity and it would be helpful if Ubuntu
users of Gnome Shell could continue to do the same.
