Tested in xenial with chromium 63, Alt+F and Alt+F10 both display chromium's menu.

Holding down Alt makes the Chromium menu entries appear in the menu bar, as with other apps, but then pressing one of the underlined letters ('F' for 'File', 'V' for 'View', etc) doesn't do anything. Nor does pressing F10 activate the menu. The only way of choosing a menu option involves using the mouse.
