Well, transitional packages don't hurt, and it wouldn't be worth the
effort to maintain code in language-selector to exclude such packages.
The right step to take seems to be that the thunderbird source package
simply stops building thunderbird-locale-en-gb and thunderbird-locale-
en-us.

Bug description:
  Steps:

  1. Change locale to English GB
  2. Start language-selector
  3. It prompts to install missing packages in English GB
  4. The list contains transitional packages of thunderbird, which are not 
needed any more since Trusty; thunderbird-locale-en-gb and 
thunderbird-locale-en-us

  This happens in Ubuntu Xenial and above.
