It isn’t installed by default for two reasons: not everyone uses a
backup, and we didn’t want python2 on the default install disk. So this
is intentional. Though if duplicity ever gets ported to python3, we may
reevaluate.

Title:
duplicity should be installed by default as a dependency of deja-dup
Status in deja-dup package in Ubuntu:
Won't Fix
Bug description:
Just tested my Deja-dup backup configuration on a fresh install of
18.04.
I was prompted to install duplicity.
I am wondering whether duplicity should not better be installed as a
dependency of deja-dup which is the default backup tool.
What do you think?
