Unable to set Alt+Shift or Ctrl+Shift as keyboard layout switcher on

Bug description:
Steps to reproduce:
1. Install Ubuntu 17.10
2. Try to set keyboard layout switcher with `gnome-control-center keyboard`
"Switch to next input source" or "Switch to previous input source" to
well-known and often used <Ctrl+Shift> or <Alt+Shift>
Expected results:
user is able to set <Ctrl+Shift> or <Alt+Shift> as keyboard layout switcher.
Actual results:
user is unable to set <Ctrl+Shift> or <Alt+Shift> as keyboard layout switcher
from `gnome-control-center keyboard`.
Control center window does not react.
