The same problem exists in the xf86-video-amdgpu driver. The bug was fixed
upstream as well:

Bug description:
On Ubuntu 17.10 x64
Version 7.10 of xf-86-video-ati crashes the xserver as soon as you switch to
another VT. The bug has been fixed upstream:

I compiled the code from that commit and replaced radeon_drv.so. The issue
was gone.
The package should be updated to at least this commit (which is just
one commit after the official 7.10 release of the driver).
Happened on a Radeon HD 8570 / R7 240/340 (1002:6611)
Steps to reproduce: On a machine with a radeon card, start an X
session (login manager is enough), then switch to another VT (e.g.
Ctrl+Alt+F1)
Result: server crashes.
Expected result: x server not crashing so it's possible to switch back
to the x session.
