Hello hants, or anyone else affected, Accepted gnome-software into xenial-proposed. The package will build now and be available at https://launchpad.net/ubuntu/+source/gnome- software/3.20.5-0ubuntu0.16.04.7 in a few hours, and then in the -proposed repository.

For example "Genius Math Tool" had an average rating of 2 stars and 9 reviews each with 4-5 star rating. So i added another 4 star review. The expected average rating is 4 stars currently a 2 star rating is displayed. Another package with obviously weird average rating is "Log File Viewer" currently at average 3 star rating.
