He can review it and has upload access to archive." ubuntu-unity-desktop is a new package from what I can see and should go to universe if uploaded to the ubuntu archive but ubuntu-settings is a package in main used by Ubuntu Desktop so it's going to stay there ... why would you like to move it to universe exactly?
