Where is this discussion going on? On #ubuntu-desktop ? It would be
better if I can join the discussion directly.

We need two packages in the universe:

A)  ''ubuntu-unity-desktop". This is the meta package required a fully 
functional unity-desktop.

B) unity-settings. There is no "ubuntu-settings". There is only unity-
settings which I decoupled from ubuntu-settings. See this bug
https://bugs.launchpad.net/ubuntu/+source/ubuntu-settings/+bug/1735998

ubuntu-settings stays in main. We have nothing to do with it. Once
unity-settings move into universe I open a merge-request to drop unity
related code from ubuntu-settings.

Let me know if anything else is required.
