  Don't default to storing podcasts in ~

Bug description:
  I added some podcasts to rhythmbox and found they were being stored in
  my home directory and not in a directory like ~/podcasts. This quickly
  makes a mess of my home directory.

  I found this bug

  has been marked as resolved a long time ago but I am still having this
  issue on a new install with the default settings for rhythmbox.
