Loading circle next to Activities when clicking on a file already open

Bug description:
When clicking on a file on the desktop with Text Editor already open
(but minimized), a loading circle for the Text editor appears next to
Activities and doesn't disappear for a while (despite the file having
been open in the background). Probably related to bug 1737184.
