Cannot drag and drop files into open windows.

Bug description:
When trying to drag and drop a file into an open window, the file
appears to go behind the window and the mouse then becomes
unresponsive when over the main desktop; a restart is required to
return to normal use. The only way to move files at the moment it copy
and paste.
