This still occurs in 11/04. I don't remember it when first installed, so recent updates may have re-introduced this (if it was ever gone). This is on an Acer Aspire 5517 (AMD 64-bit) with the classic interface. As reported, re-logging in seems to bring things back. My gut suspicion is that on the first login after booting, something hasn't fully finished starting up, and the applets or the panel trips over it, or possibly something is very busy, and the panel's applet launcher or some call the applets all make times out.

Unfortunately I do not remember the error message, but it will happen again, so when it does I'll write down the error message and post an update. So far, applets that have failed this way are: Indicator Applet Session Clock Hardware Monitor Gnome Sensor Applet Usually nothing fails. Occasionally just one of these will fail. Rarely, more than one will fail. If I immediately log out and log back in, the failed panel applet is working again. On a related note, the "Camera Monitor" applet quite often (but not always) brings up an error message claiming it is already running on login. This failure is not as annoying as it does not require a logout to recover from. Since this affects so many different applets, I do not believe the problem is in the applets themselves, instead it must be in the gnome panel.
