When we initially moved to GNOME Software we considered using the updates page 
as the primary means of updating. The issue is that GNOME Software is designed 
to hide a lot of the package details that update-manager shows. So we need to 
resolve if we:
- Are happy hiding all package details from the user
- Can modify GNOME Software in some way
- Can keep using both systems (the current state)

Bug description:
  gnome-software update tab is ineffective and always showing "system is 
updated".
  this may mislead users. It would be a better solution if you merge these 2 
applications.
