Cannot drag and drop to a window listed on stacked taskbar entry

Bug description:
When dragging an item (for example a selection on gedit) and then
hovering a taskbar entry, the corresponding window will be shown.
Obviously this is done so that the user can drop the item into the
window.
However, when some taskbar entries are stacked (for example 5 GIMP
windows), dragging something and then hovering the stack label on the
taskbar will not trigger anything.
I propose that hovering the mouse on a taskbar stack entry while
dragging an item should list all windows in the stack. The user can
then hover on a list entry to make the corresponding window appear
(and then finally drop the item into the window).
