Title:
Scrolling with mouse wheel quickly over taskbar makes tasks glow
(alert)

Bug description:
Binary package hint: gnome-panel
Usually when a window wants your attention, it will cause the window
to blink in the task bar (like when you receive an IM). But you can
make _any_ window do this, simply by scrolling with the mouse wheel
too quickly through tasks in the task bar.
Steps to reproduce:
1. Open a bunch of windows
2. Move mouse over taskbar
3. Scroll mouse wheel up and down quickly
You'll notice some of the windows in the taskbar (seems random) will
start doing the glow/blink effect. This is really confusing if you get
used to quickly scrolling down on the taskbar to look at the last
window you have open or quickly scrolling up to look at the first.
I'm guessing for some reason gnome is reading the alert status of the
window correctly if you switch from it too quickly.
