I can reproduce the issue by unplugging and usb stick! When I plug it in nothing special happens, but when I unplug it the bug appears immediately. The same workaroud (switching VTs) resolves it temporarily.
It does not happen 100% of the time though. It did happen 4 times in a row a few minutes ago. I don't see anything unusual in the log. Logging out and back in does temporarily solve the problem. It usually occurs after resuming from suspend, but it once did occur shortly after plugging in an usb pendrive (this might be a coincidence of course). This is with Gnome Shell on Wayland, on 18.04. This report is similar to bug 1743183, except in that bug it seems the left mouse button never works in Wayland. In my case, it usually works, but stops working after a while.
