  Provide separate Korean package

Status in gnome-user-docs package in Ubuntu:

  Minor detail, but I think it would be better to go ahead and move the
  Korean translations to a separate package. The separate package will
  still depend on the standard English translations so it shouldn't
  cause a problem if the Korean package is installed for Korean users.

  You'll need to add a Breaks/Replaces relationship for the file move.
