After upgrading a fresh install of 16.04 to 18.04, my desktop PC now
suspends after 20 minutes at the login screen.

This change in default probably comes from this commit:
https://gitlab.gnome.org/GNOME/gnome-settings-daemon/commit/2fdb48fa

The behaviour also changed for my user account, but I was able to
override that by adjusting the power settings in gnome-control-center.
I see no obvious way of overriding the default for the system.
