Public bug reported:

Ubuntu 17.10
Network-Manager 1.8.4-1ubuntu3

I created following yaml file

network:
  version: 2
  renderer: NetworkManager
  wifis:
    wlp0s0:
      access-points:
        "mywifi":
          mode: ap
          password: "s3kr1t"

Then I digit sudo netplan apply.
No hotspot started. Also if I reboot the pc no hotspot is created.
