Does it create an issue with any sound/application? Do you need to play
the sound just after login or is it on first use whenever that is played

Title:
  Crackling audio when '/usr/bin/speech-dispatcher' version 0.8.8-1 is
  running on 18.04

Status in speech-dispatcher package in Ubuntu:
  Incomplete

Bug description:
  Problem occurs shortly after pulse-audio is first used after login.
  I'm able to reproduce this consistently by trying to play sound
  through Firefox right after login, although speech-dispatcher
  eventually exits and audio returns to normal.

  Only occurs whilst `speech-dispatcher` is visible in `pavucontrol`,
  killing `speech-dispatcher` solves the problem for me.

  I was able to grab the exact command and arguments being run from
  `ps`:

  `/usr/bin/speech-dispatcher --spawn --communication-method unix_socket
  --socket-path /run/user/1000/speech-dispatcher/speechd.sock`

  By running it I'm able to reliably trigger the crackling audio.
