I do totally agree with Tim comment.
The startdesktop is an essential feature of libreoffice suite. For example, it 
is the best user-friendly interface to choose a template or to open a recent 
document, using the big preview window.
If it is placed in libreoffice-common or libeoffice meta package is not 
relevant; it needs to be somewhere.
It was previously in libreoffice-common as does xsltfilter. I don't understand 
what has changed to justify such discussion.

Bug description:
  Searching for Libreoffice in a software centre which uses Appstream
  data (most of them) brings up Libreoffice but install libreoffice-
  common.  This is because it contains libreoffice-startcenter.desktop
  which gets extracted into the DEP-11 data.  libreoffice-common doesn't
  depend on anything useful so the user does not end up with a useful
  libreoffice install.  It would be better to move this libreoffice-
  startcenter.desktop file into the libreoffice meta package.
