* Ubuntu Free Culture Showcase winners for 17.10 (LP: #1762722)
* debian/rules: Use dh_missing --fail-missing - dh_install --fail-missing is
going to be removed in compat 12.
* po/POTFILES.in, po/ubuntu-wallpapers.pot: Update .pot file, forgotten for
several cycles!

Bug description:
Attached are the winning entries from the FCS wallpaper competition
for 18.04 LTS.
These have been resized to n x 2160 pixels at 72x72 dpi.
They are all named Image_Title_by_Author_Name.jpg and are all jpgs.
JPG should result in smaller image sizes compared to PNG for this type of
content.
