I can't reproduce this bug with Files 3.26 on Ubuntu 17.10 either.
Sebastien can you mark this as affecting the Xenial series? :)

Title:
"Show all application" requires multiple double clicks if list is
empty
Status in nautilus package in Ubuntu:
Fix Released
Bug description:
On Ubuntu 16.04.2: If right-click a file clicking "Open With" ->
"Other apllication..." a list of "Related Applications" is shown.
"Other Apllications" are shown after clicking "Show all applications",
but this works only if the list contains at least one item. If it is
completely empty the button does nothing. But click fast double clicks
multiple time on it after clicking the empty list, it will open the
"Other Apllications" list sometimes.
