I guess vte usage in debian-installer for Ubuntu purposes doesn't matter
much, but we would need to strip the udeb dependencies from the
cdebconf-terminal before proceeding. Anyway, since the situation of the
vte removal in Debian isn't quite solved yet, I don't feel the vte
removal concept to be mature enough for now.

Original Bug Report

The old vte source hasn't been maintained upstream since 2011 (when GNOME 3
was released). vte will be dropped from Debian Testing soon. We should not ship
it in Ubuntu 18.04 LTS. The replacement is provided by source vte2.91 (which
requires gtk3).
sjterm was already requested for removal in LP: #1728241
