I just did some tests and figured that this does not affect the Wayland session.
I also tested on a Debian 9 (Stretch) installation, also with Wayland, and observed that the setting works as expected. This bug affects only the Xorg session of Ubuntu. The issue is worse with the Xorg session being the default as well as bionic being an LTS. -- You received this bug notification because you are a member of Desktop Packages, which is subscribed to gnome-control-center in Ubuntu. https://bugs.launchpad.net/bugs/1767995 Title: Horizontal scroll doesn't honor Natural Scrolling preference Status in gnome-control-center package in Ubuntu: New Bug description: It appears that the horizontal scroll setting is locked to only one direction and does not honor the natural scrolling preference.
