This is now fixed with recent versions of snapd. When clicking a
downloaded file, the user is prompted for confirmation to allow the
application to open the file, and then the file is open.

Bug description:
After downloading a file with the chromium snap (62.0.3202.75), if I
open the Downloads page and click either on the filename or on the
"Show in folder" link, nothing happens. I'm seeing the following
message in the console:
Error org.freedesktop.DBus.Error.AccessDenied: Supplied URL scheme "" is not
allowed
Error org.freedesktop.DBus.Error.ServiceUnknown: The name
com.canonical.SafeLauncher was not provided by any .service files
This is due to snapd's re-implementation of xdg-open
(https://github.com/snapcore/snapd/blob/master/userd/launcher.go#L73).
