Can you try running:
$ snap find spotify and check if that returns?

I suspect what is happening is these snaps are only in 64 bit and so
wont run on your 32 bit system.

  Some GNOME apps are not appearing on store.

Bug description:
  Hi,
  I m using Ubuntu Budgie 18.04 32-bits LTS.

  A lot snap apps are not appearing on my Store, likes Spotify, Brave... When I 
try install Spotify from the Spotify website, I have a message: “dont know how 
to handle snap//spotify”.
  Its happening with "repository apps" too, that I try install on Tilix: I have 
installed Opera Browser (opera-stable), but after the instalation, it does not 
appear in mine programs.

  Someone can help me? (PS: I’m new to Ubuntu, and I know almost
  nothing.)
