This already happens in Files 3.26.3-0ubuntu4 on Ubuntu 18.04 except you
don't need the `--select` flag. If you want, you could file a bug asking
for a feature where the behaviour _without_ select opens the Open With
dialogue and then re-open this bug (but link to your new bug) and then
we could forward them both as one bug upstream? :) Alternatively, could
you clarify that you would like the behaviour to change to what I just
described?

Bug description:
  Hello,
  I wish I could run:

  nautilus --select %U

  from an application that would open Nautilus window with the file
  selected in it (without opening).

  This works with dolphin but looks like the option is currently not
  present in Nautilus.

  Just an idea.
