Could you install gnome-session and see if you get the same issue in an
GNOME session (instead of Ubuntu), the log has those errors

gnome-shell[3484]: clutter-actor.c:10049: Actor 'dashtodockDashScrollview' 
tried to allocate a size of 132.00 x -3.00
gnome-control-c[5021]: Error calling GetCurrentState: Timeout was reached
gsd-xsettings[3602]: Failed to get current display configuration state: Timeout 
was reached

could be a dashtodock issue...

Bug description:
  gnome-control-center does not respond after we set the resolution
  320x180

  Expected results: shows the countdown dialog
  Actual results: the countdown dialog doesn't show. Only mouse cursor can 
move. All of the buttons/icons don't respond.

  Note1: When I executed "gnome-settings-daemon -o -v | tee gcc.log",
  the count-down dialog shows up!
