Editors pics are random

Bug description:
In GNOME Software the editors picks are showing 10 of however many are
tagged in the store as 'featured'. However the list is randomized. I
believe we agreed not to randomize this list, but keep the list the
same so we can effectively measure the benefit of being in slot 1 vs
slot 10 (for example).
Indeed in bug 1705953 and bug 1705953 we make reference to
debian/patches/0048-Don-t-randomize-editors-picks.patch which suggests
we should indeed not randomize the editors picks, but this doesn't
appear to be working.
Attached is a screenshot showing the current selection. However the
