Identical bug. Flashing can only be stopped by closing pidgin. Doesn't flash on restart. The unstoppable flashing seems to begin after topic activity after resuming from suspend.
Xubuntu 18.04 Pidgin 2.12.0 (libpurple 2.12.0) RX 480 using mesa via padoka PPA (but I can't see why this would matter). XFCE: Dual monitor. 3 Panels.
