Identical bug.

Flashing can only be stopped by closing pidgin. Doesn't flash on restart.
The unstoppable flashing seems to begin after topic activity after resuming 
from suspend.

Xubuntu 18.04
Pidgin 2.12.0 (libpurple 2.12.0)
RX 480 using mesa via padoka PPA (but I can't see why this would matter).

XFCE:
Dual monitor. 3 Panels.
Window Buttons panel item: grouping = Never, show from single monitor.

Bug description:
  The pidgin task bar icon is constantly flashing when its window is not
  active. I don't see any reason it should require attention.

  I have not seen this behavior in gnome fallback or Unity (there it is
  integrated in the messages indicator).
