Bug description:
libpam-fprintd is not a dependecy of fprintd, so it is possible to have
fprintd installed, but not libpam-fprintd.
If this is so, the user account dialog in system setting still offers to
enroll fingerprints (which is technically correct) and then claims that the
user can login with the fingerprint reader (which is NOT correct).
The user account dialog should check for the presence of libpam-fprintd (not
fprintd), or the former should be a dependency of the latter.
