Bug description:
* Impact
Unity users don't get the welcome wizard after upgrading to bionic
* Test case
- install 16.04
- upgrade to 18.04
- select unity in the session selector before first login
-> the wizard should be displayed but without the "what's new in
ubuntu" page which describes GNOME
* Regression potential
Check that the wizard still work correctly under GNOME/Ubuntu sessions
