  missing Hebrew menus at login time

Bug description:
  I thought I had reported this bug, but apparently not. In all versions 
previous to 11.10 it was possible at login time to choose your language. To 
many of my friends for whom English is a chore, this is extremely important. I 
have told them not to update until there is a solution.
  Hebrew is defined as a language on all my machines and I can use a Hebrew 
keyboard. What is missing from 11.10 is the ability at login of a given user, 
to choose to use Hebrew menus. This used to be there in all previous versions.
