Regression: Firefox 19 - Downloads complete and 'Clear List' not
highlighted in 'Downloads' dialog box

Bug description:
Upgraded via normal method to Firefox 19 from 18 on Ubuntu 12.04.2 64
bit.
Unlike under 18 when a download completed the 'Clear List' button was
active to clear completed downloads in the 'Downloads' dialog. Under
19 this is not the case and it stays greyed out.
