Title:
  Only one user on a computer can play html5/webm video

Bug description:
  I am bitten by this bug with current firefox
  (10.0.2+build1-0ubuntu0.11.10.1) on 32-bit ubuntu oneiric for x86,
  although the problem is also in earlier versions of firefox and almost
  certainly affects any current ubuntu distribution.

  To reproduce:

  1.  Start a ubuntu installation with only one user account on it
  2.  Go to, say, http://camendesign.com/code/video_for_everybody/test.html and 
play all or part of the html5/webm video there.
  3.  Create a new user.
  4.  Log out and log in as the new user.
  5.  Try to play the video: it won't.

  The patch I posted at
  https://bugzilla.mozilla.org/show_bug.cgi?id=730656 corrects this
  problem for me.  It is caused by incorrect use of temporary cache
  directories by firefox and/or incorrect permissions on the cache.

  I have not tested, but this bug probably affects all other mozilla
  products in ubuntu.
