Can't get/set download location in Firefox downloads window

Howdy - using Firefox as non-root (I assume all version info is
attached). I am attempting to download something from the net via
Firefox (skype from http://download.skype.com/linux/skype-ubuntu-
intrepid_2.1.0.81-1_i386.deb if it matters). I select "Open with
Ubuntu Software Center (default)", the download window appears, starts
the download. Over my sloooow connection, it takes 15+ minutes to
download. Everything is fine so far... then at 100%, it quits saying
it cannot proceed. There was a message but I forgot the details (it
didn't seem to be useful at the time). I right click on the item in
the download window. There is no "open file location" as I had hoped.
If I click "retry", I get "/tmp/skype...deb could not be saved because
you cannot change the contents of that folder. Change the folder
properties and try again or try saving in a different location."
Here are my bug items:
(1) I am not running as root. If the file save fails, I would like to get
the opportunity to do a "save as" in a location of my choosing, possibly with
elevated privs AFTER the file is downloaded (not just the initial 'save' dlg).
(2) Is there a way of running Firefox with elevated privs so that this can be
done without hiccups? I am trying to download software to install after all.
Note that I selected "Open with Ubuntu Software Center (default)". The default
selection fails.
(3) I've lost the text of the message at the initial failure (after 100%
download) but I don't recall it providing useful info.
(4) I can't use the 'retry' feature on the download window and save to
another location. That really would have been spiffy. I have to go back to
the web page, select download and select the 'save file' option, which is
non-default and seems the 'wrong' thing to do.
