Thanks for your report. That file was introduced in connection with bug #1581160 to improve the rendering of Noto CJK fonts for Japanese.
https://launchpad.net/ubuntu/+source/language-selector/0.182 The intention is that it should only affect the rendering of fonts with "Noto" and "JP" in their names, so what you report is kind of surprising.
