As suggested in MIR bug 1783600, we would prefer to not have gtk2 in the
default install.

Therefore, I recommend splitting out yaru-theme-gtk2 (with its
dependencies on the gtk2 theme engines) and then have Ubuntu's
libgtk2.0-0 recommend or depend on that package. I prefer it be a
Depends, but there may be concerns about circular dependencies.

thunderbird still depends on gtk2 but once Thunderbird 60 is packaged, we 
should be able to do a similar hack as the Firefox package so that it can drop 
the gtk2 dependency.

For now, we still end up needing gtk2 on the ISO because of gparted and
3 input methods.
