No indication of which version of Firefox or version/flavour of Ubuntu
used. Although bug marked as confirmed no activity for six years.
Reporter says issue resolved. Works for me in Ubuntu 18.04 and Firefox

Title:
  "new bookmark" and "new folder" window werdnesses

Status in firefox package in Ubuntu:
  Invalid

Bug description:
  Binary package hint: firefox

  To reproduce:

  1) right-click on the bookmark toolbar and select "new bookmark" or
  "new folder"

  Expected behaviour: a dialog should appear showing the options for
  creating the new bookmark or folder

  Actual behaviour: the dialog appears but it has zero height, so you
  only see the window's title bar. As a workaround you can manually
  resize the window so that you see all its content

  2) Click the "cancel" button.

  Expected behaviour: the dialog should be closed

  Actual behaviour: nothing happens.

  As a workaround, you can close the window by clicking on its "X"
  button
