sync doesn't work as expected (not at all)

Bug description:
attempting to sync two laptops and one phone via firfox sync.
Account is active and logiin successful, however "manage account", "recovery
key" do not show up on any device.
Attempts to sync lead to cyclical "get key from other device" other device
doesn't have a key, try it the other way, no key there either, try to set up
new account "email in use"... help pages say get key from manage account page;
page does not exist on any device.
