You have been subscribed to a public bug:
Airplane mode should restore the previous status of devices before activated.
In my case it should reactivate Wifi, but keep Bluetooth disabled.
Today it activates both, even if I had it manually disabled before.
How to reproduce:
1. Turn off Bluetooth
2. Verify Wifi is enabled
3. Enable Airplane mode
4. Disable Airplane mode
5. Now both Bluetooth and Wifi is enabled...
