Still the same in Cosmic. In the upstream bug it does not seem that they
want to add it back by default (as expected really), so I'd think it's
up to Ubuntu if files on desktop remain in contrast to upstream.

The Desktop folder should become bookmarkable: #187 (closed)
Starting with version 3.28, nautilus will not handle the "files on desktop 
background" feature."

The #187 is closed because bookmarking is already possible.

However, bookmarking is a poor replacement:
- It gets listed in the bookmarks section, far away from Home and Documents 
where it really belongs as a central feature of file management in Ubuntu.
- As bookmark, he icon (in Cosmic) has black & white outline style which is 
inconsistent with the prominent colorful Desktop icon that is shown inside the 
Home folder
